陈幻中律师分别持有中华人民共和国执业律师资格和美国犹他州，美国华盛顿特区律师资格；先后获得美国杨伯翰大学法律学院法律博士(1995年); 杨伯翰大学管理研究生院管理硕士(1992年)。
陈幻中律师具有跨国和跨行业的综合专业练历。大学毕业后曾任职中共北京市委，北京市政府驻香港代表机构等；长期在海外工作和执业，具有国际性的法律经验和背景。陈幻中律师曾任国办的中信律师事务所主任。在国办律师所脱钩改制之后，成为改制后的环球律师事务所创始合伙人之一。
陈幻中律师将丰富的国外法律经验和知识移植到中国法律环境，建树于多个法律领域，包括国际投资，贸易法和竞争法，公司法，知识产权法，航空法，行政法，包括反倾销在内的WTO法规，以及国际诉讼和仲裁等。陈幻中律师多次以中华人民共和国律师名义在美国、欧洲的法院和仲裁院直接出庭诉讼和仲裁，维护了中国企业权益。在中国各级法院以及中国国际经济贸易仲裁委员会，陈幻中律师先后代表几十家世界500强跨国公司进行了诉讼或仲裁。
在贸易法和竞争法领域，陈幻中律师是最早代理反倾销案件和经验最丰富的中国律师之一。在代理中国企业进行国外反倾销应诉方面，陈幻中律师先后代理中国企业在北美，拉美，欧盟，亚洲和非洲近十个国家应诉和出庭，其中在拉美等市场创造了中国企业首次应诉，首次胜诉等多项纪录。
在知识产权法领域，陈博士代理中国和外国企业，处理了大量专利案件、商标案件、不正当竞争案件、和其他知识产权侵权案件；代理过的跨国公司包括通用汽车公司和宝马汽车公司等。
在航空法方面，陈博士在航空融资租赁和航空责任两大领域，均做出了开拓性案例。例如，在中国各航空企业的航空融资租赁/购机业务方面，陈律师参予了第一例中国内地银行直接融资购机（国航波音B777-200机群融资）；第一例直接在华尔街发行债券融资购机（海南航空波音B737-800机群融资）的业务。而在航空责任法律领域，陈律师代理的几个国际空难理赔案件，均避免了沉长的国外诉讼并创造了当时中国公民在国际空难中的赔偿记录，例如法航波哥大空难案，巴林海湾航空公司空客A320空难案，等等。
另外，陈幻中律师成功代理多项跨国企业直接投资和并购业务。

Dr. Chen Huanzhong is licensed in China, Utah and Washington DC. He is senior partner of Global Law Office.
His social positions and tiles include: member of the International Practice Committee of ICC China; member of the WTO Affairs Committee of ACLA (All China Lawyers Association); member of China Aviation Law Association, and member of Constitution and Human Right Committee of ACLA.
Dr. Chen Huanzhong received his JD.(Juris Doctor) degree from Brigham Young University, USA, where he also received his EMPA degree.
Dr. Chen Huanzhong features a comprehensive career backgrounds ranging from China government representative in Hong Kong, to practicing lawyer in China and USA. He has been the managing partner of the former major Chinese state-owned law firm of C&C Law Office, and currently he is one of the founding partners of the Global Law Office which was transferred into a private partnership in 2001 from its state-ownership under CCPIT.
With a profound career background and training in China, Hong Kong and USA, Dr. Chen practices and cultivates in several legal areas where he is recognized as one of the leading experts for international business and complex commercial litigation & arbitration, covering corporation, intellectual property, competition laws, trade laws, and aviation law. Dr. Chen has set up milestone cases or transactions in all those areas.
As an experienced international litigator, he litigated at all level of civil courts in China, as well as several major federal courts across the United States. He represents clients of both China and foreign in major arbitral forums including ICA, SCC of Stockholm, and CIETAC. The clients he represented at various civil courts or arbitral forums including many of the top 500 companies of the world, e.g. GM, BMW, Nortel, Bayer, IHG group, Air China, .
In the recent issues of Asia Legal 500, Dr. Chen was rated one of the top trade lawyers in China. As an international trade expert. He represents various clients in antidumping investigation in China, United States, EU, and dozen of other countries and regions. He also represents clients in various administrative and policy issues under review of Ministry of Commerce and other executive branches of China government.
On Intellectual property practice, he represented international companies like GM, BMW, PB on various infringement cases concerning trademark and patents, as well as other unfair competition disputes in China.
On aviation law practice, Dr. Chen set milestone cases in both aircraft financial leasing and aviation liability. He counseled the first financing of aircraft purchase by Chinese local banks (Air China B777-200 fleet), and the first financing of aircraft by issuing bond at Wall Street (Hainan Airline B737-800 fleet). On air disaster compensation, he had represented international insurers and airlines handled successfully several major international air disasters where Chinese citizens are involved.
He advises on newly emerged legal areas in China including antitrust law WTO related matter.
