入世后，我国将进一步推动全方位、多层次、宽领域的对外开放，也将积极开拓国际市场；中国面临新的发展机遇，也面临国际竞争日趋激烈的严峻挑战。我国律师界如何在这一进程中提供更高、更新、更为专业化的国际化服务，WTO委员会，中华全国律师协会下属的一个专门委员会，应运而生。它既是一个组织律师研究WTO实务的工作机构，也是为政府和社会各界提供WTO相关法律服务的团队。

宗旨：
深入研究WTO相关制度、培养精通WTO规则的人才，研究如何充分运用WTO相关规则赋予成员国的各项权利，为政府和社会各界提供优质高效的法律服务。
WTO专门委员会将从理论、实务、专业的角度研究和运用WTO的规则，参与有关WTO课题项目的研究，提出立法和行政工作建议；向司法部、有关机构和律师界提供WTO相关动态与情况通报；会同国内专家和科研院所，为国务院、各政府部门、行业协会和企事业单位等提供政策咨询、贸易对策方案和法律帮助；有计划、分阶段、有重点地对律师进行WTO相关规则理论及实务的培训；培养并组织律师代表我国政府在争端解决机制中依法进行申诉或抗辩，以维护我国产业的安全，维护WTO规则的公正性、公平性。
工作目标：
1.系统地研究WTO协定及其在国际上和其他WTO成员中的执行情况，以及所涉及的重大政策和法律问题，对WTO主要成员方执行协定的法律、政策与实践进行比较研究，认真总结他国的经验教训。
2.结合中国加入WTO的协定书、WTO多边贸易体制的特性和我国国情，对我国有关法律、政策的完善进行深入研究和分析；研究WTO争端解决机制及其对成员双边和单边解决国际贸易争端的制度的影响，着重关注WTO争端解决机制在中国加入WTO后在实施和执行中的作用与局限性。
3.结合理论研究成果，向国务院及各级立法、司法和行政机关提供法律建议，推动相关的立法活动；同时科学论证我国国内法政策、双边贸易协定政策和多边贸易政策，及其相互之间促进和协调的理论架构。
4.建立与WTO总部、欧美等主要贸易国家和地区从事相关研究的律师及组织的沟通和联系，建立全球律师协作网，关注各国对我国采取贸易保护手段动向，建立预警监测系统和法律服务网络。
5.培养、组建一支高水准的、精通国际贸易和WTO相关规则的律师队伍，积极参与国内与WTO有关的实践活动，做好政府及企业的顾问工作，向政府推荐德才兼备的律师，参与争端解决程序中维护我国政府权益的工作。
The WTO Sub-Committee of All China Lawyers Association(ACLA) has been established in response to the new challenges posed to the Chinese lawyers in course of China’s continuous opening and integration to the world economy with a full WTO membership. The sub-committee will function as the coordinator of research on the WTO-related legal issues as well as a professional team to provide legal services to the government and the whole society.

The WTO Sub-Committee will concentrate on the study of WTO rules and regulations and training of WTO specialists to gain a thorough understanding of the rights of its members and exercise of those rights to full extent, for the Chinese lawyers to provide high quality legal service in this field .
The sub-committee will study and apply WTO rules and regulations from lawyers’ prospective. It will participate in research programs on the subject, provide consultation to the legislative and administrative organs of the government, keep track and update on the latest development of the world trade body with the Ministry of Justice, institutions and firms, companies and enterprises, and the lawyers as a whole. It will systematically train the Chinese lawyers to prepare them for representation of the Chinese government in the WTO dispute resolution proceedings, in order to safeguard China’s economic welfare and implement WTO rules and regulation fairly and impartially.
The objectives of the WTO Sub-Committee are as follows:
1. To study WTO regulation and their application among all WTO members and the important policy and legal issues related to the organization with a systematic and comparative approach, to learn from experience and lessons of other countries.
2.To tailor those experience and lessons from other countries to the situations in China and find a way to improve and prefect the laws and policies in China; to study the DSU of WTO and its impact on the members in settlement of international bilateral and unilateral trade disputes, with an emphasis on the function and limits of the DSU when it applies to China.
3.To push forward legislation by providing legal advises to the State Council, the legislative bodies at all levels, judicial and administrative branches on the basis of our studies, and analyze the domestic laws and polices, bilateral and multilateral treaties and policies, as well as their theoretical structure, impact and interaction.
4.To establish communication channels and contact with the headquarters of WTO, lawyers and organizations of the major trading members in Europe and America; to set up a global network of lawyers; to keep trace of the measures taken by other countries to protect their trade against China, to establish warning system and network of legal services.
5.To train and organize a team of lawyers who specialize in the field of international trade and WTO rules and regulations; to participate in the practical issues of WTO; to provide legal consultation to the government and firms; to recommend qualified lawyers to the government in protection of China’s rights and interest within the framework of DSU.

Sub-Committee on Admiralty and Maritime Law of All China Lawyers Association
该委员会成立于1994年。
现有委员51人，其中主任1名，副主任3名。

宗旨：
自律自强，提高海事律师业务素质，拓展海事律师业务领域，组织和推动我国海事律师对海商海事、航运政策等方面法律理论和实务问题的学术研究和业务交流，为完善和健全中国海事立法以及促进中国的航运业的发展提供服务。
工作范围：
1.组织律师对海商海事法律、国际公约、航运惯例和习惯做法进行深入调查和研究，反映新情况、研究新问题，加强海事法的交流和传播。
2.举办各种业务培训和业务理论研讨活动，交流经验，提高律师的海商海事业务素质，为推动中国海上运输、经济贸易、海上保险和其他有关行业的发展发挥积极作用。
3.指导海事律师的诉讼活动，起草海事律师业务规范和相关业务操作指引，提供业务指导，协调律师业务活动，建立与律师业务活动相关的社会支持网络，支持律师依法履行职责。
4.参与航运立法总体规划的研究、起草、修改、咨询和论证工作，就海事立法、司法和行政管理方面的问题向政府及有关部门提出建议或报告。
5.组织律师收集整理和编译国内外海商海事法规、案例和有关的文献资料。在全国律协的指导下，开展与境外律师的交流活动以及国际间的海商法学学术交流与合作。

Tenet:
1. To enhance the professional characteristics of maritime lawyers through self-discipline;
2. To enlarge the business field of maritime lawyers;
3. To organize and promote the academic researches and the business communications among maritime lawyers, upon theoretical and practical problems in the field of maritime laws, admiralty laws and shipping policies.
4. To provide services for the perfection and strengthening of maritime legislation in China, for the promotion of Chinese shipping industry.
Scope:
1. To strengthen the communication and spread of maritime laws by organizing lawyers to make in-depth investigations and researches, to report new situations and to research new problems, on maritime and admiralty laws, international conventions and customs.
2. To promote the development of carriage by sea, economic trades, maritime insurance and other industries in China by holding training courses and forums where the characteristic of lawyers may be enhanced through communication.
3. To direct the litigation activities of maritime lawyers, to draw up regulations of maritime lawyer practice and relevant directions for business operation, to provide guidance services, to harmonize the activities of lawyers, to found relevant social supporting nets regarding the business activities of lawyers, to support lawyers to fulfill their obligations in accordance with laws.
4. To engage in the researches, drafting, ratification, consultation and demonstration of the general plans regarding shipping litigation, to present advices and reports to the government and relevant authorities, regarding the problems arising from maritime litigation, judiciary and administrative management.
5. To organize lawyers to collect, edit and translate domestic and international maritime laws, regulations, cases and relevant documents. To communicate and cooperate with foreign lawyers on the practice and researches of maritime laws, under the direction of All China Lawyers Association.
江苏省律师协会国际业务委员会
The International Law and Practice Section of the Jiangsu Bar Association
江苏省律师协会国际业务委员会是该协会唯一的律师涉外业务指导机构。新一届委员会成立于2005年3月4日，主任由陈发云律师担任，副主任由唐伟、孙金龙、刘惠明和朱飞龙律师担任，现有委员一百余人。本委员会云集了省内一批经验丰富的涉外执业律师，其中既有长期从事涉外业务的资深律师，也有脱颖而出的业界新秀，他们中的相当一部分人具有在美国、英国、加拿大、德国、澳大利亚等国家和地区学习和工作的经历，可以熟练使用英语、德语、日语和法语等工作语言，直接满足国内外客户的法律需求。这是一支优秀的涉外律师团队。
江苏省律师协会国际业务委员会的宗旨是：适应我国改革开放和社会主义市场经济发展的需要，团结全省有志于从事国际业务的律师，学习和研究与国际业务有关的法律理论和操作实务。增强和提高律师办理国际业务的素质与能力，为政府和国内外当事人提供优质的法律服务。
江苏省律师协会国际业务委员会的主要工作目标：
一、宣传国家以及江苏省地方的法律、法规、政策，推介投资法律环境和人文环境。作为专业的社会中介机构，江苏的涉外律师有条件、有实力宣传江苏外向型经济的法律政策和投资环境，参与各类经贸活动和对外招商引资的服务工作。
二、为各级政府制定外向型经济政策，广泛实施招商引资，了解国际通行惯例,谏言献策，成为政府的智囊和参谋。
三、整体推介江苏涉外律师团队、重点宣传优秀涉外律师、促进我省律师国际交流。本委员会在为外商投资企业提供专业的法律推荐、法律解释和法律咨询等服务的同时，作为一个大家庭，亦力求使每位成员得到尊重及关怀，并为每位成员提供发展的机会及必要的支持，使每位成员对本委员会拥有发自内心的归属感，随着委员会一起成长，并分享发展的喜悦和快乐。而这一切又从根本上保证了本委员会作为一个整体能够为客户提供高水准、值得信赖的法律服务。
本委员会将根据客户需要，结合执业律师的执业经验和业务特长，遵循“专业分工与团队协作”的原则，整合国际业务人才，加强团队合作，确保为客户提供优质、高效的法律服务。
四、实施法务培训、举办法律讲座。我国加入世贸组织以后，原有大量的国内法律法规和相关政策进行了清理和修订，尤其在外商投资法律领域更是如此。一些适应新的发展趋势和世贸规则的法律法规又相继出台，仅2005年1月1日开始实施的新法规和商务政策就有七部之多。这就要求外商投资企业需要不断地更新知识结构、提高业务水平。对此，培训乃是非常快捷有效的途经。本委员会凭借其一支庞大的涉外律师精英团队，可为广大的外商投资企业作专题性的法务培训和法律讲座。
五、组织法律调研，预测立法动态，提供法律建议。进入2000年以来，尤其是加入世贸组织的三年来，我国在外资的准入和产业政策上有了更进一步的放宽，外资进入的形式上有很大的变化，外资并购国内企业包括合资企业、发展连锁经营等新形式已成为一种趋势。如何应对这一外资进入产生的影响，规范操作，控制风险，是我们必须关注的法律问题。
The International Law and Practice Section (the Section) of the Jiangsu Bar Association (the Association ) is the sole organization in Jiangsu Province,PRC that supervises lawyers who deal with international business. The new Section was established on March 4, 2005. At present, the Section has more than a hundred members including the president (Mr. Fayun Chen) and four vice-presidents (Mr. Wei Tang, Mr. Jinlong Sun, Mr. Huiming Liu and Mr. Feilong Zhu). The Section has many qualified lawyers with rich international business experience, among whom are several senior lawyers who have been engaged in this field for many years, as well as new and rising talents. Some of these young talents have had the experience of studying and working in foreign jurisdictions including the USA, UK, Canada, Germany and Australia, and are fluent in the use of English, German, French or Japanese, which allows them to directly meet the varied demands of clients both from inland and aboard. Therefore, the Section is an excellent group of international business lawyers.
The tenet of the Section is to meet the requirements of the socialist market economy and Reform & Opening Up, to unite all the lawyers in Jiangsu Province who aspire to deal with international business, and to learn, as well as research the legal theory and practice relevant to international business. Thus the Section can help lawyers to improve their abilities to deal with international business and provide clients from both inland and aboard with high-quality services.
The Strategic Goals that the Section pursues includes:
1.To publicize the policies and legal documents of the central government and municipal government; make recommendations in relation to the legal environment and cultural environment of investment.
As a professional entity, the Section has the skills and the ability to recommend the laws, policies and investing environment of the export-oriented economy of Jiangsu Province. It also will take part in all kinds of international business and positively contribute to attracting foreign investment.
2.To be a “Think Tank” and provide advice for different levels of government in framing the export-oriented economy policies and implementing the policies of attracting foreign investment.
3.To recommend the team of international business lawyers; focus on recommending the excellent members; enhance the communication between local lawyers and foreign lawyers.
The Section will provide foreign invested enterprises with professional recommendations, interpretations and consultations of laws. Meanwhile, as a big family, it will do its best to allow each member to be respected and cared for, and to offer each member the opportunity and necessary support to develop themselves, so that each will have the feelings of belonging to the Section, growing up with the Section, and sharing their success and happiness. The Section aims to be a union to provide clients with continuous dependable legal services of high quality.
The Section will provide its clients with services of high quality and efficiency by considering the clients’ requirements and matching these with relevant practicing lawyers’ experience and specialty, following the principle of “specialized division and team cooperation” as well.
4.To organize legal seminars. After entering the WTO, a mountain of former domestic laws and related polices have been redefined and amended, especially laws about foreign investment. Many new laws that adapt to new business trends and WTO rules have also emerged. For example, seven new laws and business policies became effective since January 1, 2005. Accordingly, foreign invested enterprises are required to update their knowledge in relation to their relevant business domain and practice. Training will be the fastest and the most effective way. The Section has a huge excellent team of legal talents available to hold seminars with current “hot topics” for foreign invested enterprises.
5.To enhance legal research, provide legal suggestions and predict the trends of legislation. After entering into the 21st century, especially during the three years immediately after entering the WTO, the Chinese government has widened its policies in regards to the admittance and operation of foreign investment. The methods of foreign investment have changed in many ways.

业务委员会由杭州的优秀涉外业务执业律师组成，大部分委员均毕业于国内的名牌大学并且有国外学习或工作的经验，熟悉国际经济形势，可以娴熟地运用英语等语言为客户提供周到和专业的服务。
业务委员会在杭州律师涉外法律业务培训工作中将发挥积极作用和研究功能，制定课题研究规划，有计划、分体系地研究解决具体业务问题。提高律师行业，尤其是在涉外法律服务方面的社会影响力。发挥推广和扩大业务委员会研究成果，建立拓展法律服务研究机制和工作平台，不断扩大律师涉外法律的服务领域，提高杭州律师办理涉外法律业务的整体工作水准，与国外同行进行广泛的业务交流、合作。

The committee comprises the outstanding professional lawyers practicing in the foreign-related legal affairs. Most members graduated from the prestigious universities and have experience in studying or working abroad, who are familiar with the international economic situation and are capable to provide full and professional legal services to clients in foreign languages including English.
The Committee will play a positive role and perform a research function in the training of foreign-related legal field, formulate subject research schemes and will focus on solving concrete practical issues systematically with detailed plans.
The Committee will make efforts to enhance the business image of Hangzhou lawyers, particularly in the field of foreign-related legal services.
The Committee will promote and extend the research results, set up a mechanism and working platform to study the market for the purpose of exploring the service areas in respect of the foreign-related legal matters. The Committee will also communicate and cooperate extensively with foreign lawyers to improve the overall service quality of Hangzhou lawyers.
The Committee will perform a team function and provide in-depth professional legal opinions and services for those major and complicated legal issues.
